		<description>The more I read about this subject the more convinced I become that the proposed bye-law/cyclist ban is illegal and improper in it&#039;s formulation, given the near absence of appropriate consultation or discussion.
  Does it represent anything more than a random act of malice by two lesser local government functionaries with an axe to grind?
  The matter should elicit not just messages of protest but highly vocal sentiments of outrage at the temerity of these people who have chosen to usurp governmental proceedures to pursue what seems to be a purely personal interest.</description>
